Was an undergrad student in blcu and uibe, can't say about Shenzhen. Some Chinese student graduate from English major and a year later can't speak English anymore.
Also Last time I played an mmorpg on Taiwan server, in my 500 people guilds about 5 of them could communicate in English. Things I heard a lot was no interest in learning English, no need to learn English or we learned in school but we never use it so we forget. I never lived in Taiwan so I can't judge accurately. Maybe more people speak English in Taiwan versus mainland, but I'm sure it's far from majority.
