I've lived here almost 3 years and yet to meet anyone that has a land line in their home/apartment. Granted, most of my friends here are foreigners and youngish Vietnamese girls that don't live with their families (and they all seem to have about 3 mobile phones so a land line seems a bit redundant). I'm guessing a family home is much more likely to have a land line though.
I ended up waiting for my call from Stars in a bar (my 2nd home - some would argue it is my first home). They ended up calling about 4-5 hours after they said they would. Perhaps they aren't as strict now and maybe they will let you use a mobile phone. Not sure if they will go to the trouble of verifying that it is indeed a land line if you just gave them your mobile number.
