Yea it's illegal, for foreigners too if you live here. Just keep a low profile, don't talk about it to anyone except to people that you trust and you won't have any problem.

I used many banks, VIB is the best imo.

So guy, i open a account with VIB and use it to buy neteller to deposited in stars? And later cash out through VIB?
