Vietnam >>>> Phils. Although, it depends what you are looking for. If hooking up with numerous women is on top of your list, then the Phils will be better for you (Vietnam is gf material kind of thing). But Vietnam is much better in pretty much all other areas of life. Better food. Cleaner. Not millions of people living in the streets like in Manila (one of the less inspiring places I visited in the world) and Cebu. Less annoying expats as well.

I hate to have to point out to you, but variance can get much - MUCH - worse than this : I have been playing professionally for 8 years+ (I play both live and online mid and highstakes) and have encountered several stretches of 350k hands of being B/E where you want to pull your hair out at how nonsensical it gets. Ya, Im somewhat aware of how bad the variance can be(probably a lie). Its just that these players keep getting it in with hands they know are FAR behind, but they end up winning over and over.. Whatever draw they have on turn it hits
