You should owe basically 0% to Malta if you do it right. Assuming you win enough to make it worthwhile, set up an offshore bank account abroad in a haven (not at home) and send your money there. This is legal in Malta and does not need to be declared. Then only bring in the minimum to live off to your Maltese bank account (capital that you transfer over will be taxed at some rate once over the personal exclusion limit). Or you can live off withdrawals from a Moneybookers card.
Capital gains, interest and dividends from stocks are also not taxable for Maltese residents assuming you have your account abroad. So this is probably the best country in the World for EU people to relocate to for tax reasons. This is ironic since the EU countries pay for most of the infrastructure here. For non-EU citizens it is ideal as well, except that they have suspended the permanent residency scheme for the time being.
