Cambodia is a relatively new country and there is a lot of topics that are not covered by law. Online poker being one of them. Thus it is not illegal. But it may happen anytime, if and when someone starts to care enough about it.
For instance when I moved here, there were bookmaker-shops spread out in the entire country. Casinos popping up everywhere. All of them being licensed by the government. Then one day at a university meeting the prime minister found out that a lot of students wasted their time and money betting on soccer games. And overnight he banned and closed all bookmaker shops and ruled that only foreigners can enter the casinos.
The bookmakershops had paid millions of dollars for a 7 or 9 year long license a year earlier and invested a lot of money in hundreds of shops. They were angry and the prime ministers answer was "you are bad for our country, sue me if you like." They were never paid any compensation, and no real law against them were made either. A decret from the prime minister was enough to close their business. Who said banana republic?
If online gambling gets big in the country something similar may happen. But at the moment the online world is still new to cambodians, and there are no need for legislation.
