Not an expert on rental contracts, but the owner will more than likely be very happy to extend your contract as it means they don't have to go through the time and cost of finding new tenants/have the room unoccupied while they do. When my house rental ended in Chiang Mai I managed to get a cheaper price going forward as the landlord was happy to have the place rented rather than sitting there. If they ask you for more money you can pretty easily just leave and find a new place. Never lived in the Phillipines so it could be different than my experience.

Cebu is great and if I were to move back to Philippines I'd strongly consider living there. It is small, but that hardly seems to matter to you since you don't go out that much.
