No, it's always annoying. What if I wanna go out to run an errand but I'm not sure if sb is gonna show up while I'm out and they don't answer messages promptly enough to be sure? Say what time you're gonna be there and be there at that time. If not give notification and apologies as appropriate. Not as annoying as if you're meeting someone at a restaurant, but still basically a statement that someone doesn't value your time if they can't at least tell you.

Depends on the situation... how can you enjoy life if you're always being stressed out about being exactly on time or feeling dissed if someone is 10 mins late. Thais (and pinays I take it) take it way too far tho with their 2 hours late and not saying a word.
