The proper way to write a phone number in the Philippines is +XX YYY ZZZ ZZZZ.
XX is the country code, which is 63
YYY is the network/carrier code, which for mobiles is usually 9aa where aa can be a huge variety of numbers that is allocated separately for each phone provider, or by region ie, Metro Manila is 2, while Cebu is 3.
ZZZ ZZZZ is the actual phone number
So when you are on Smart, and calling somebody else with a Smart number, you can just dial YYYZZZZZZ or 9182222222.
If you are on Smart and calling a different network (like Globe or vice versa), you must dial 09173333333. The 0 tells the carrier that there is a network/carrier change.
This is why when calling a MM landline from a mobile phone you must dial 02ZZZZZZZ, and why on the landline calling another local landline you just dial ZZZZZZZ.
