As long as you boil your water and keep your mouth shut in shower, you should be okay, as long as you won't need benefits, pension, e.g. you won't go there to work and stay for life. Bucharest has an okay live poker scene for NLH. Not sure about the rent levels.

If you can retire anywhere that allows it, it might still be best to stick to these countries.

A place like Valencia in Spain isn't costly, nor is most of Spain, and the winters can be fine (Romania etc. have colder winters), and the summers may not be too hot too often, depending on the city and you. The water technically need not be boiled, like in Italy not, though they might prefer to buy their water in Italy, or so I heard.

Employment isn't good in Spain, salaries lower and higher unemployment, and Italy is the same. One can go there to work but should accept that, if one gets work, that's difficult even with good language ability and work history. And try to learn French, German, Dutch and so on.

In Spain (and France, but Portugal not in all of these and it is a bit poorer country and nothing to give for it compared to Spain, though it depends on region also) one can play at Winamax (5 card PLO runs regularly and PLO action is reasonable, just a bit rake sensitive perhaps but not the toughest games), Stars.es (likely enough NLH action here also, and MTTs run but no Stars.eu), Party.es. These sites have like 5-5.5% rakes, I think, and maybe 10% rakeback, or Party has 20% - not sure about their rake - and it is possible to get a rakeback deal there from an affiliate. And some world sites (Chico 5.5% rake, perhaps 10% rakeback, lots of NLH action, not sure if allows Spain but maybe if grandfathered, allows most countries), and perhaps live (https://pokerdiscover.com) and with Spanish, some part of America below the USA can be okay but if for online poker, the connections and the laws need to be known. Some piece of them might speak English also. Some sites for poker relocation exists that might be of help and are ready to set things up for you.

The Eastern countries here have a high level of corruption, that's good or bad depending on if you can pay. Not that it costs too much but still above the list prices. A thing to be aware of.

How long one can stay is an issue also.

In India the flats are the cheapest, and they have newer buildings also; the states of Karnataka, Kerala, Andhra Pradesh from the coolest to the hottest seem reasonable to me. Poker is so-so in India, maybe best and about legal (some online money transfer issues) in Karnataka of these and English is more or less understood or even official in much of India.

I visited Lisbon and Algarve/Albufeira during the winter. Although it wasn't very cold, it was low season and not many people around. I only stayed a weekend so I'm sure the summer has to be better there.

Lisboa is actually better in the winter IMO.

The summer gets tiring pretty quickly due to overtourism. Tourism exploded over the last few years, the situation is almost as bad as in Barcelona or Florence.

So you have drunk American exchange students keeping you from sleep at night. The infrastructure is very much catering towards tourists with all its consequences, e.g. lack of supermarkets (you mostly got smaller stores selling water to tourists), overcrowded miradouros, overcrowded trams, or overpriced and uninspired restaurants/tourist traps.
