I moved to Mexico City (technically not Central America, but close) and I play online poker. I wish there was more information regarding Central America b/c I would like to visit some places soon, but alas, there is very little that I've been able to find.
Can I ask what made you interested in DR and are you looking at any other options?

Spent some time in Antigua Guatemala, seems like it would be the best place in central america to live and grind, internet was solid, great climate, cheap, nice people. A few other places in Nicaragua, etc, would be good. Other places like Panama and Costa Rica are just too expensive for what they provide you with(when you have other cheaper, better options close by), cant comment on the islands.

DR has a favourable policy WRT visa extensions, u just pay a fine when u leave basically. lots of casinos and live poker too.

Ive been to Dominican a few times, but seems like a weird spot to want to live. I myself live in Colombia, I really love it. Dominican is more poor and you will stick out more. there def will be hookers and blow. but honestly blow is a ****ty drug, sure its ok sometimes, but not very cool drug cus u just want more and more and more and cant stop till you sleep..and comedown sucks, and you prob gonna act like an *******. check out Ecuador, or Colombia, or peru, these are all cool places. save Dominican for vacations. I know there lots of Canadians living in the north by sosua, or Puerto plata. nice lil place. Just the infrastructure in Dominican is bad, its not super developed, you can get more bang for your buck in other places in south America or central america
