Outside of EU, you will probably be paying tax. Inside the EU, many countries do not tax EU winnings, when it is about an EU licenced site. If you plan to play mostly at non-EU sites, then the previous post is good. If the EU country doesn't segregate poker like France, Spain, Italy etc. segregates, then there is a good chance of tax-free EU winnings.

In Finland, I pay no tax from EU winnings, like one does not in Sweden, and neither segregates (they have national or so sites but that's different here). The EU countries that do not have their own Pokerstars, are by coincidence candidates for no EU taxes. Portugal might be tax free and is or will be in the "Mediterranean" pool.

Living costs, public healthcare, pension are also issues to consider. This partly makes some eastern EU countries attractive but they tend to have limitations by law where one can play, if even legal, or/and are segregated. And if you do normal work on the side, it generally isn't attractive at all.

Latvia. Cheaper than other EU countries. Most people speak or understand English. No tax on gambling winnings.

I need to figure this out as well. I want to be legal but don't want to pay too much - 15% maximum.

Does anyone know about Montenegro? I've been reading up on teh tax rate and it seems fair https://montenegroguides.co/business-finance/tax-guide/

If you've lived there, what about the banks? Are they ok with gambling?

I read in January that a dutch court ruled that winnings from Pokerstars.eu are tax free in the Netherlands. Does anyone know anything else about the tax situation over there?
It's so hard to figure out definite answers to poker taxes in Europe. About almost every country you hear atleast 2 different answers.

So basically the judgment confirms that all poker winnings from an EU based site are tax-free

But that was already pretty much known; the legal team for the taxman had argued Pokerstars was based outside the EU in the Isle of Man. It was ruled they are based in Malta as that's where they have the .EU licence etc.

Taxman had a right to appeal; not sure if they still do.
