Betfair: Straight up NO! Players can play on betfair here but require a VPN and an acct setup in a betfair accepted country.
Neteller: NO!
Moneybookers: yes, well mostly. You can setup a moneybookers acct with a Thai adress and link it to your Thai Bank Acct. One issue is that you CANNOT deposit onto any gaming site. You can withdraw from them (pokersites at least) and then moneybook the $$ str8 into you Thai bank acct.
Thai Bank accts: Yes. Many banks give you pain but one is very easy. Kasikorn (green bank) is easy to open a THB acct with a local address.
Depositing $$ checks/wires in Thai bank acct. Yes but.... I know of success in depositing a physical FTP $ check in the Thai bank. Drawback was they said up to 1mo to clear. Many other have done wire xfers from Euro/US banks to Thai bank acct with no fuss.
I don't know exactly about bookmaking wires/checks. I assume as long as they even a bit smart about it (not sending from gamblecrazy.com or checks labeled as such) you probably would have success. It strikes me as somethign that is painful initially to establish the route but once it's established you're good to go.
