You should check on the Thai embassy website in the US what are the requirements for the special tourist visa (each country has different rule), usually, they require some ******ed documents (proof of income, money in bank for X months ...)
You need at least 6 months of validity in your passport to enter Thailand, it might also be the same to extend your visa, I would check with the US embassy in Thailand how long it takes to get a new passport in Thailand, 12 weeks is crazy.
Elite visa used to be 500k for 5 years, 100k/year, now it's more expensive.
The most affordable way to stay long time in Thailand is to come with a tourist visa (or visa exemption) and to switch to Education visa or volunteer visa, both are 1 year and between 25k and 50k bahts/year.
