in vientian just go to embassy around 10 morning and apply for a visa and next day from 1pm you can collect your visa.
if u are from bkk i think there should be agencies that offer visa runs to laos so it would be good opiton.
if you don't mind sitting on a bus and/or don't want to find out what to do in laos yourself the visarun company packages are prob your best bet
also your location matters though from the bigger 2+2 cities like phuket/bangkok/CM you can fly directly to Udon Thani, Thailand and from the airport they run a minibus to the border (30-45min trip).
I prefer flying myself as i don't like sitting on busses for long periods of time and it's also safer and much faster
you should have US dollars with you at the border to apply for the laos visa (fee depends on your nationality, you can also pay in baht but it's up to 50% more expensive)
take a look on agoda for a hotel/guesthouse. anything near the river is fine, that's where most of the restaurants/bars are located and everything is within walking distance
next morning get to the thai embassy. you can hire a taxi/tuktuk. remember to haggle, they will start with very high prices. unlike JustUser, I'd go there around 8 to queue. there will be some people in queue already this time. the gates open 8.30. this way you'll get out of there faster. if they are busy you might not get your application in as they stop taking them in at 11 or 12
if you go by yourself DO NOT go apply on Mondays, that's when most of the visarun companies are there and the queues are long. also check both thai and laos holidays to make sure the consulate is open. also don't go on friday as you'd have to wait until monday to get your visa (unless you want to spend your weekend in vientiane, of course). I'd plan to have my visa apply day on either tuesday or wednesday
Next day after you apply you'll get your visa back at 1pm. Again, if you got a plane to catch or something you should go queue there by noon so you'll get to the border to catch your flight faster.
for laos visa you'll need one passport picture and the fee
for thai visa you'll need 2 pictures, 1000 baht per entry,
visa application form filled , copy of your passport info page and copy of the laos visa and departure card (the touts outside the embassy can do the copies for you but it will be cheaper to do them before going there. the touts will also try to sell you all kinds of services you don't need. just ignore them if you got everything from the list already
