phuket in April/May is the hottest time of year. not very rainy. still beautiful as far as i'm concerned. that's a really good time to go to the islands IMO. I'm pretty sure that's around the time they start burning **** everywhere in CM ruining the air, and it's the worst time of year to be in BKK. at least in the islands (I'm assuming Samui is similar to Phuket in this regard, i've never gone) you have a sea breeze and watery things to do during the day. stay in the right areas and the breeze cools things pretty well. in my old house which took the seabreeze right to the face (on a mountain about 1km away from teh beach), i didn't even use A/C at night, just a screen door.

anyway, that's my $0.02. high season is December-Febuary for all of thailand, and I think that Bangkok's stuffiness in the hot season means it actually benefits the most from that time... though it gets really beautiful here during the high season (cool season). rainy times are worst around October in my experience, and if you were going to avoid Phuket for a weather reason, that's probably the best one. inexperienced motorbike drivers are pretty dangerous during that time... and experienced ones tend to try and stay off the roads when it rains... which can be pretty frequent. while BKK may have flooding, that's a time when taxi and BTS convenience gets super awesome. also, a higher % of **** you do is indoors in BKK, naturally an advantage for rainy days.

i've never been to CM during rainy season. would be interested to hear how folks feel about it.
