Not really, it's mostly because nobody lives in the towns these jobs are located in, and because the pay is terrible it's not worth anyone travelling there to do it.
The reason travelers do it is because working in a regional area allows you to extend a working holiday visa for another year. If you only work in the city, you get 1 year. If you spend at least 3 months working in a regional area doing a job that is tough to find workers for (i.e. ****ty jobs) then you can get an additional year.
It's much better to try and find work in construction, mining or that sort of thing. Mining companies, unlike farmers, will pay big $ to lure people to work in remote areas. And as a result of many tradespeople chasing the big money on the mines, well paid labouring jobs are easily available in most cities.
You can completely forget about getting a job on a mine site if you are just there on a tourist visa or a 1 year working holiday visa, but it is entirely possible to get well-paid labouring work without a work visa, because people are desperate and are willing to pay cash. If you have any sort of trade qualification (e.g. plumber, electrician, chippy etc) then you can make a fortune in Australia. They don't get out of bed in Perth for less than $120k a year.
