If you have half a brain and don't enjoy setting fire to your money, you should have no difficulties living on such a budget.
If you have budget concerns you should be able to find rent for less than 25k a month if your sharing a house/condo and taking a 6/12 month contract.
(For example, it was during low season, but even on 1-month contracts which generally speaking carry a premium, I was paying 30k 3-way all inclusive.)
As far as bikes go, I was paying 1500-2000 thb a month, there should obviously be a premium during highseason, but 4500 just seems way off the mark. Keep in mind bikes can be
bought for ~14,000-18,000 thb by thais/or people with working permits.
If living near the beach is not a necessity for you, then i strongly suggest considering living in BKK as it much more diverse and going to the islands occasionaly for vacation purposes (i.e. take an overnight bus with ac + ferry ride for 500thb or fly with orient-thai using their promotions for 999thb ~ 1 hour flight).
Housing options in BKK are nice and usually dont carry as much of a white people premium (Islands cater to white people). I also expect there to be less (if it all) of a high season premium in BKK if thats when your planning on moving.
There's also tons of ways to eat affordable quality food well within your budget.
If you enjoy sponsoring girls then you'll find what your looking for in the islands. If you're interested in meeting normal girls, then just live in BKK and join dating websites. PE can give you tips if needed.
