The 'good' parts of Pattaya can easily be more expensive than central parts of BKK like lower Sukhumvit. Everything is tourist oriented and very overpriced.
BUT...
In Pattaya you can live 10 minutes away from the center and your costs start to plummet. Once you get on the other side of Sukhumvit you will start seeing rice patties and it will be dirt cheap - but you are still just 15 minutes away from the center of action.
In Bangkok, you can't really do that. It's too huge. If you look for cheaper rentals they are pretty damn far away. And it seems like every year, the gridlock rush-hours get wider and wider. In BKK, even if you move to a cheaper area, it will take you quite a bit of time to get anywhere. (and in cheaper areas, places next to BTS are at at a big premium too. If you take lots of cabs, you will have a lot of drivers refuse to take you during ever expanding rush hours or they will want to charge you substantially more.)
To move further away in BKK is a pain. To move further away in Pattaya, you don't even feel the difference.

My first choice would be BKK because you have everything at your finger tips in BKK. If you want to be cheap, you can be cheap in BKK. (just move further out) If you want to spurge, you can splurge.
But my second choice would probably be Jomtien (right next to Pattaya.) You can get a pretty cheap ocean view rental on the upper sois in Jomtien, and there are lots of Ethnic foods available. I love Thai food, but I also like the idea of being able to try Armenian and Belgian restaurants or whatever if I feel like it. (and unlike CM expat places, the food is actually good in Jomtien/Pattaya. Expat food in CM - in general - is mediocre. )
The problem for many people will be that Pattaya/Jomtien are pretty busto. Yes, you have 1000 bars, but they're all hole-in-the-wall bars cooled by air fans, with some cheap 40yo hookers, and 60B draft beers. Same with everything else. I remember one time I tried to find a legit massage place that had a nice atmosphere inside and didn't look like a run down dump. It took quite a lot of driving around to find something that didn't look like a dump.
I guess that is good as it helps you resist temptation to spend more money, but it kinda sucks as everything is the same experience everywhere. In BKK, you have variety for all budgets.
Jomtien/Pattaya would be good for people that are more outdoorsy as you can pursue those sorts of hobbies easier here. You can get into cycling, mountain biking, water activities, golf, etc. Heck, you can get your Private Pilot's License in Pattaya. Doing all of that stuff from within central BKK would be a PIA.
