With regards to city, if you want beach your best option is Phuket or maybe Koh Samui, both islands but big enough to have all the commodities and infrastructure. Chiang Mai is a good chill city with many things to do too but is in the north so no beach, just mountains.
Plenty of options to rent apartments, condos or houses. What most people do is come here with an Airbnb or hotel for the first week and just drive around the city and ask in different condo buildings. Websites can inflate prices but ddproperty is ok to see what options you have. Also check Facebook marketplace for different cities.
Covid situation is at its worst right now especially in Bangkok and surrounding provinces and it seems to be slowly spreading to the rest of the country and a lockdown a la April 2020 seems imminent. Phuket though launched what they call a 'sandbox' program that allows vaccinated tourist to fly directly into the island and be 'free' to roam around without quarantine although many conditions apply. Google 'Phuket sandbox' in order to find all that you need in order to apply (theres also a similar option for Samui you can check). That is still the best option at the moment to enter the country though cuz the alternative is to stay two weeks in a hotel room in Bangkok upon arrival without even being able to order food outside of the quarantine meals or even walk outside to the balcony and the cheapest hotel is around 800 USD for the whole quarantine.
What you read about having to leave the country every three months in order to get a new tourist Visa was true until covid hit and now with all these restrictions when entering they're giving special visas for 9 months or so, not sure how it works nowadays since I always been inside the country and haven't had to do one of those but probably somewhere around here can help you out with that.
