before answear your question, i would like to say that Rio is not the capital of Brazil.. the capital is Brasília...
tho, Rio is the second biggest city, behind Sao Paulo, and the city who receive more tourists.. around 40% people who comes to Brazil, comes to Rio..
About the taxes, as brazilian and resident, the income taxes are up to 27,5%.
99% os poker players dont declare this money, and who really needs puts as "another income"
i really dont know how u need to proceed if you are foreigner
it probably depends on your visa (thats something i think u should comment on all cities)
