I've only played a few sessions, so take my review with a bucket of salt, but from my modest experiences I would say that Manila has a flourishing live scene especially for us low-rollers.
So far I have played 10/20, 20/40, 25/50, and 50/100 NLHE. Of course these games are in pesos so quite low stakes. 100/200 also seems to be running regularly, and I think there may be higher stakes games but I have not inquired as even 100/200 is sadly out of my bankroll. You might ask yourself "who would want to play such low stakes as 10/20" but the cost of living can be so inexpensive in the Phils I could probably support myself at those limits. I have no insight into the toughness of higher stakes action, although like in any poker ecology you can expect a worsening reg/fish ratio as the stakes increase.
All of the games I have played so far have been pretty good. The 50/100 was probably the toughest, but still a decent amount of open limping and multiway limped pots. The 25/50 was just absolutely great action, lots of straddling and pots where everyone but me was in. All of the games have been very soft. Rake is reasonable. Metro Card Club caps at 300 pesos which is $6 usd. They do rake 10% which is the norm, Resorts world is 5% but I think 400 cap (not 100% on that so correct me if I am wrong). Even still I think $8 usd rake cap is quite reasonable if not ideal. So rake is maybe a bit high.
Resorts World and Metro Card Club (MCC) both seem to be very professional / well run poker rooms. They have reasonable amenities like free non-alcoholic drinks. I recommend the brown coffee, tastes just like cappuccino. I think it's Korean.
The players are very friendly. MCC has an interesting English only if foreigner is present rule that nobody seems to follow. I recommend just going with the flow, as it is their country so it seems extremely impolite to complain about them talking their language. The Philippines has a pretty rough history with colonialism and anyway I'm just as happy to not understand what people are talking about anyway. The typical Filipino jovial nature and friendliness makes playing poker with them a delight. And there are no shortages of smoking hot dealers.
