It's a mix of employment laws (hiring/firing and if owned by foreigners, minimums), quality of low-skilled labor, and cost of labor.
If you go to any place that requires skilled labor, you won't see this. But that "additional" pretty girl in a designer purse store just needs to sell 4 purses per month for the employer to break-even on her salary and with this "extra" staff they don't need to worry about staffing issues if two people don't show up one day.
