Standard raise v shoving when short Standard raise v shoving when short

This is a general query but it's occurred several times recently. Its about when short stacked should you shove a med PP or make a standard raise?

I guess since a) we want the blinds b) we want to avoid over cards on flop
c)we are generally committing ourselves anway a shove is better but consider in this situation:

Pokerstars daily 100K

Blinds 100/200 (shortly to be 100/200 ante 10)

After building my stack up i'm back down to 3800. The average chip stack is around 5800

Player OTB has big stack of 11K others have between 4-6K. Folds round to me seat before cutoff. Should I make a normal raise or just shove for the reasons listed above?

I think in this case you push b/c even the big blind will be making a slightly -eV mistake if he calls with AK. Also with the big stack OTB who just calls lesser raise, you are out of position often with overcards on the board.

raise to 500-550
i dont really like pushing more than 13 bigblind and i really hate pushing almost 20blinds with small antes

Well i sed a medium pair so like 77-JJ. In the specfic case i mentioned it was 99
