This is occaisonally a complicated question but for the most part, no, cameras don't do this, if a camera says it's 20 megapixels it's probably producing something near that with it's sensor, not producing something smaller and enlarging it.
Some cameras do offer digital zoom, which is really just taking the bits of image in the middle of the sensor and enlarging them. It's obviously a pointless feature, you can get the exact same thing yourself by cropping.
Also, newbs drool over how much zooming in they can get, but really, it's not a terribly useful feature on a camera outside of like sports photography. I have a few long zoom lenses, I almost never use them.
