Getting his eating under control should be jobs one through ten, but yes, doing a bit of resistance training (and upping his protein intake) wouldn't be a terrible idea. Diet first, though.

Related to the above, this is not really unusual or unique, which is why some people think resistance training is superior to strenuous cardio in a deficit, as strength training will, for most, not affect one's appetite to the extent strenuous cardio does.
That said, clearing out the pantry and stocking up on lean meats, vegetables, and fruit will fix a lot of the mysterious problems our hero is having with losing weight. Doing a bit of planning (what's my BMR->what's my TDEE->given that, what are my protein and fat requirements->plan daily meals with those macros in mind->add carbs to those meals) will solve most of OP's non-willpower related problems.
