Also it can be pretty stressful watching the water levels in your neighborhood climb and wonder whether your **** is about to get wrecked. Lots of people in Houston lived in places that had never flooded in the historical record. Turns out even 500-1000 year floods happen eventually.
It's pretty funny how you can be wondering whether you'll get an inch of water or not, and it can go either way - you get nothing or you unexpectedly get 4 feet. Lots of people who knew they were in the flood plain thought they'd get wet but nbd, an inch of water in the house. One of my friends got evacuated by boat from the 2nd story of their house.
I have lots of friends and family in the Houston area. All of them had water in their streets over the curb but somehow none of them got flooded.
