Unfortunately I think that rules pretty standard at school gyms
At mine the employees will even interrupt you DURING lifts to put the collars on... Literally mid lift.
We also just got an Olympic weight lifting section with chalk and bumper plates and everything!!! But you have to pass a test AND have an employee sit there and watch you AND its only during super limited hours...
