the user of the dryer will likely have
considerably more bacteria deposited upon his hands then a user of the restroom who did not use a dryer

I'm not suggesting that a person not wash his hands. I'm suggesting he dry them with paper, of if none is available, just leave them to dry naturally, which should take about 30 seconds
