So what's your routine? Are you getting stronger? Would you follow a program if Monte or Renton suggested one? Sounds like you're getting enough protein, but you've been on maintenance calories the whole time. If you want to get to 200lbs, do you care how much of that is fat and how much is muscle?
Instead of embarrassing myself and making **** up, let me ask some dumb questions. How quickly should he be able to gain muscle? The internet tells me men can gain .25-.5 lbs muscle per week, so how many more calories is that? I assume the body isn't so efficient you can flip a muscle on/fat off switch and start converting consuming an extra 1,750 kcal per week, lifting natty 6 days a week and turn that into .5lb muscle.
