I'll re-nominate Johannesburg and Beijing.
I think Oakland may have the most polarized sh*tty range. It's a huge City and there's some stunning neighborhoods back in the hills, as well as some cool/funky pockets that have a lot going for them (Rockridge, Lake Merritt, et. al.). And tons of sh*thole to fill out the range (though less sh*tty than 15-20 years ago IMO).

+2, and +3 if there's just endless sprawl/lack of City planning/forthought with both the business district and endless crowded house subdivisions (i.e. parts of Vegas, Phoenix, California Central Valley, et. al.).
I mean, much of Central Cali is full of sh*tholeness, but if there's some decent parks/features mixed in, and a nice downtown area of shops and restaurants, that really reduces the overall sh*tiness IMO. At least as far as living there goes (vs. driving by and seeing it from the freeway).
