Because he’s juicing with plans to stop in enough time for the metabolites to clear his system and every once in a while he times it wrong. So whenever he’s in a testing window he expects to be negative but sometimes he has very low levels because he needed 3 more half-lives of excretion to be 0.
A little more on the levels: they are nothing more than a measure of time since ingestion. A recent dose gives high levels and then the hormone degrades and is metabolized and the metabolites are cleared to zero. Zero is the amount of turinabol people have in their blood. Zero is what somebody who takes it will have after enough time and that amount of time is something much much much less than a year.
And no I do not think USADA and the CSAC are acting in good faith. They know that he took turinabol recently and they know steroid testing science is murky and understood by very few. So they are deciding to not take more decisive action for some reason that has nothing to do with the word good.
