Against this stack size I think I just shove or fold pre depending on villain. 18/16 is pretty nitty so would lean toward a fold especially with the larger 3 bet sizing. Much better spots to make bb than this : )
IMO, I'd probably fold pre. Jacks aren't in good shape against the average players 3bet range at NL2 and your implied odds aren't great.
Giving their stack size and not topping up, they seem too weak to be defending their blind here.
On the other hand, if you are picking up from table dynamics that he's 3betting wide/tilting/playing too many hands I'd look to re-raise all in. The recs at the micros shove in these situations with all sorts of crap if they are in said state.
Jacks and queens can be a bit tricky!
Hope this helps. I may be talking complete nonsense as I haven't a great deal of experience but my win rates ok at NL2.
100x deep, you should be calling at least 77+ from these positions
this being 66x and the guy doesn't seem like an aggro fish, you can mby ditch 77/88, but 99+ still have and realize their equity really well when played ip. you are not calling to setmine with good pairs
folding JJ means you're prob folding some 75/80% which is far too much

Even against a 3bet range of 3% (which is about normal for micros)?
it's true that bb should be the tightest position when it comes to 3betting, since you are closing the action and getting a better price on your calls
however, I don't think a lot of ppl understand this and will 3b roughly the same hands they do in the sb, possibly a little bit tighter
I'm not familiar with how ppl 3b at 2nl but I don't think it's as low as 3% in these positions, esp as the guy seems to have reg-ish stats; if you were facing a 30/5 guy 3betting you than yeah, he's def 3b tight
vs a 5% 3b range, even when 60-70x deep, you are supposed to at the very least defend 77+,AJs+,JTs+,AKo
Most don't use or understand position at nl2. It's a common leak I see often so the majority will 3bet the same regardless lol and 3% is a common range, possibly even smaller. I know this because I check everyone's. At one table you may get 1/2 TAGs/LAGs, the rest is full of whales, maniacs, loose passive and tight passives.
OP, add the aggression factor and and 3bet% to your hud set up. These stats will decide these kind of situations for you. An aggression factor at 3 or higher you can usually call 3bets a little lighter

100 hands is not enough for these stats, only for the extremes maybe, but still... 3bet% appears on my hud from 300 hands on.
OP, have you seen V show down once he 3 bet? This might be a 50/50 spot for me. I personally like a 4 bet over a fold or call. But V's stack size might not make this a good raise.( would 4b/fold for sure) I'm not folding pre, but I'm also not going balls to the wall post flop either. Feels like a good spot to just play passive/ face up to me. Try to get to showdown cheap as possible to get info.
