UTG+1 preflop range should look like this:

KQ+

after he just calls the minraise from SB his range should look like this:

88 - JJ
KQ, AJ, maybe AKo

all better hands he should 4bet for value and to isolate
Against his range we have 70 % equity, BB is just calling raises so he usually doesn't hold AA,KK, so after UTG+1 just calls (we now already have 3 callers) we should shove for value. We don't have fold equity, if we look at the stacksizes of SB and BB
