Shoving is probably fine since we're blocking one of his draws. Hand looks okay to me.

You're up against...
1. A set
2. T9s
3. QQ or JJ
4. Flush draw
5. Straight draw
6. Pair plus draw (eg JT of hearts)
7. Combi draw

You are only a huge favourite against QQ, JJ and straight draws here. His minraise means that he has priced himself into calling with all the other draws.

Against a range of (for argument's sake) QQ-99, 33, AQs-ATs (hearts only, he can't have AK/KQ of hearts), QJs (all), JTs (hearts), T9s (all), 87s (all) you are a 58-42 favourite. Your shove doesn't fold out much, which might be a good thing, but WHAT does it fold out? The real question is will he fold QQ, JJ or both? If he calls with the entire range of the above but decides to fold JJ (but calls with QQ) then it's 50/50 and if he starts folding QQ some of the time you are a huge underdog. There is a good chance he will fold some of his QQ/JJ. You have already shown a lot of strength and if you jam your hand is basically face up as AA-TT or AK of hearts, so I'd expect JJ to fold there and maybe QQ too sometimes.

His flop minraise in a 3bet pot shows strength too. It says he's willing to get the money in.

By calling, you can check-fold a turn card that brings in the draw, or get the money in on a brick.
