When he calls the flop bet we can put him on a pocket pair maybe 77-QQ, any J, or spade draws, although you have the Ks making that less likely. I would think any hand that hit the flop would go smaller on the river to get calls, but also in my experience at 5nl people bluff river by just hitting pot or shoving, and he seems to have been more intentional with sizing. As played I think it’s a fold, but it’s close if you think he’s bluffing missed draws
