I figured he might have a much stronger pair and/or set in this situation. He made a bet against 5 other players OOP. If he's bluffing with 2 OC should I be calling or raising on the flop? What turn and river cards can I be calling down here?

Does his 70% agg indicate over-aggressiveness?

Call and re-evaluate turn - although OOP it's a tricky hand to play.

He could be c-betting a lot of hands here, including overs and clubs. With 99 it's one of the better flops you could hope for. Would have called one and see what develops on the turn.

Calling the flop seems stanndard and as previously mentioned if a now scary card comes, I think we have to call the turn and then the river, assuming he doesnt pot it or do some crazy allin play

Your hand too good to fold flop. On turn IF you want to play fancy consider playing it the way you would play a set or flush draw. Which means if you go for the x/raise complete the bluff on river as “set” or when flush hits as “draw”
Given the little sample size, I’d probably call turn on not threatening and then consider calling river in none threatening if flush misses because he might put you on draws and bluff river.

Automatically folding 99s here is bad unless you understand his Cbet tendencies more.
