Sorry, the base game only comes with Hydrogen. You'll need to buy DLC for each of the remaining elements.

Energy and Minerals, does not seem like their is much scope for emergent strategic play there.

I dont want to bang on about Distant Worlds too much, but inter galactic genocides have started over a juicy gas giant that has Caslon in that game. I was not bothered as had converted my merchant fleet to Hydrogen.

Edit: I think it's unfair for Paradox to release two grand strategy games in a span of one month. The second game would be Hearts of Iron 4 (release date: June 6) which I absolutely must have.

The Verdict
Stellaris is filled with good ideas, and it’s not difficult to see the outline of a great space strategy game where those ideas could come together. But beyond the early game, it’s only compelling in bits and pieces – it turns into a largely uneventful slog after that. Paradox has developed a reputation of major upgrades to their games for years after launch, and Stellaris is going to need all that love and more to reach its potential.

The great experiment of the game was not so much the change of scenery, from history to science fiction, it was the decision to create a Civ-like game of expansion with some complexities and aspects of simulation borrowed from grand strategy. It’s in the simulation of a living galaxy that most of the complexity has been lost, but what has been gained is a precise and finely tuned machine. Less erratic and surprising than its ancestors, but much more elegant in its design.

I've been playing (for the 1st time) a decent amount of Distant Worlds recently, so looking forward to the comparison.

Can't quite tell if things like a simpler resource system will be an improvement, or if it removes too much. Love me some Paradox though, so will give it a go ASAP.

I played 6 or 7 hours and haven't fallen in love. It doesn't feel like I'm making that many choices, with exploring or researching or colonizing so often there is 1 slam dunk way to do it go and then a bunch of distant second choices. I have been in 1 war and the AI was incredibly bad, bombarding 1 useless planet with a better navy then me without troops for 10+ years and letting me slowly take his whole civ.

Played two hours last night and I enjoyed it. Not sure if the depth is there but the U/I is pretty slick and I dig the music. Not worried at all if Dox doesn't hit it out of the park on Day 1. I trust their guidance.
