Meh, I think both approaches work for their respective games. I'm not at all knowledgeable about BW history, but I imagine the whole "balancing through maps" concept came about largely because Blizzard never actually patched the game, so it was a way for the professional scene to take the matter into their own hands.
On the other hand, SC2 has had Blizzard's support since the beginning, so it makes sense to make fairly generic maps and let them handle the balance stuff. You don't need to use maps for balance when you have the developer actively working on it. I think SC2 could use more map diversity, but more radical map designs would probably just introduce more complications than they're worth.
