If you mean the "tempo-based play" bull**** casters spout occasionally, it basically means controlling the pace of the game, generally accelerating it. Most non-Protoss strategies do this to some extent, I think. Probably one of the most obvious is Bomber's TvZ parade pushes. Your strength comes from never letting your opponent breathe, rather than crafting some kind of ultimate unit composition. You beat on your opponent mercilessly, gaining small advantages each time until eventually you've gone from being one of those little waves lapping against the shore to a giant tsunami that your opponent can no longer hold back. IDK if you play LoL at all, but it's basically the exact same thing as "snowballing".
