Off the top of my head, a good harass unit is one of the following (ignoring cost for now):
1.) ranged w/ good/high dps
2.) quick w/ decent dps or quick w/ lower dps but deals splash
3.) quick, aerial, and attacks ground units
Blink stalkers don't have good dps, especially vs non-armored harvesters. I'd consider phoenix a decent harass unit, but their ability to attack ground units is limited by energy, (unlike the muta for example), thus limiting the amount of damage they can do. Dts are easily shut down by simple detection plus a few units since they have such low health and are melee (as opposed to the muta/banshee, which can fly in & out of a base easier than a dt can run in & out). Also, probes will have an easier time attempting to outrun slower, melee units (dts/chargelots), that have to actually catch them to attack, than they will vs mutas, banshees, or lings.
I never really considered roaches to be good harass units, but they are pretty quick & deal good dps (and their damage doesn't change vs harvesters).
