I was talking about my bonus pool last night in the 2p2 chat channel, but everybody was playing.
Anyways, last night I had a bonus pool of 7. The problem is that I hadn't played a game in 23 hours, so by the old calculation, I should have had a bonus pool of around 12.
I was just casually looking around through the Blizzard SC2 forums and found this:

Master's gets 90pts per week while all of the other leagues only get 50pts per week. The team games bonus pools were changed as well.

Well, if I were to speculate, I would say that Blizzard probably knows that the most active players are the ones at the top of the ladder, and that makes sense. For the more casual players who are more commonly in lower leagues, I bet spending 90 bonus pool per week could get pretty daunting. They probably lowered it to make it more manageable for players who tend not to play as often.
It's important to remember that Bonus Pool is primarily an activity measure and should be factored out when attempting to evaluate skill.
