For PS2 -> PS3 -> PS4, the jump in power is really dependent on the individual developers due to the cell architecture of the PS3 not being something trivially harnessed. You'll probably see a very large, immediate improvement in what games from average dev shops can do when the PS4 is released. But for those with super-optimized PS3 engines (I'm thinking the Naughty Dogs and Insomniacs of the world), I don't think the overall processing power available on the PS4 is a substantial increase over its predecessor.
I imagine it'll be quite the relief to have oodles of RAM to play around in on both next-gen platforms.
