If it's a retail disc, no need for any online. Though there is a patch which includes "varous improvements and bug fixes" amongst other things.
If digital, obv it would need to have been downloaded already - and you need to have your PS4 set as "your primary PS4" so it doesn't license check continually. Chances are you will have Primary set, since you have to choose when you first add your PSN account in the initial setup stage.
If you are having trouble, on PS4 do settings -> Network, and uncheck "connect to the internet" until this DDoS has passed. Sometimes a half working PSN can lead to unexpected behaviour by games/apps e.g. they get some part of a response from the servers but incomplete or erroneous. With it offline, this won't happen.
