I'd recommend the actual console, especially for first person shooters such as COD. They will feel much better to play - any additional latency is horrible in a first-person shooter - plus you won't be relying on perfect internet service (and who knows how long that is going to hold up in these unprecedented times...) With the console you can still subscribe to save on games if they are in the service, then you also get the additional option to download and play offline as well as stream if you wish.
AFAIK you need more than a controller, you need a PC(/maybe Mac? or a PS4), but I guess you have that already? Here's where to see the full list of games on it:

No Call of Duty, but it does have Wolfenstein The New Order.
PVP only, Call of Duty: Warzone is the new hotness right now and is free to play.
