$1200 will get you a killer system. Even $800 will be pretty fast. Keep in mind that these prices do not include OS, keyboard, mouse, or monitor, though.
If you're not gaming, $800 will be more than fast enough. That's how much I spent on my daughter's computer and it can run anything short of the very latest AAA games at 1080p/60. (Even on GTA 5, I get about 50 fps).
SSD makes your system a lot snappier, so I'd definitely get one, even a 128 GB one will be fine for your OS and basic apps. You'll probably have to add a hard drive if you are into music or ripping movies, though.
