The 15 juggernaut level is much easier than the 10 IMO. I more or less cheated to beat the 10 one. On the right side theres this building with a door leading to another room. One person lays down in the back room facing the door and other person stands blocking the doorway. Person in the doorway basically just gets downed repeatedly and the guy in back revives them through the door without ever getting touched. This took ~8 minutes of knifing the hell out of juggernauts. It helps if you both cover the ceiling with C4 (ceiling, NOT floor, those will blow up too soon) and blow them all when there's 3 in the room with you.
The 15 I beat with a friend on our ~10th try with a pretty good strategy we formulated, I'll try to explain. I can do this with you if my explanation sucks.
One person has intervention thermal, other has Barrett. Quickly move to the area above the 1st breach area from campaign where you may meet one juggernaut. Get through him, go up the stairs and to the right towards the 2nd breach area from campaign. Run past the area until you hit the next set of stairs up. Cover this area with claymores and proceed up the stairs slowly as you may run into a juggernaut. Around the corner to your right there's a large metal object on the ground that's great for sniping from. Both people basically just sit behind this sniping down the length of the area. Throw a lot of flashes when you see them and when you run out you just turn around and go down the stairs into the small room with a resupply. The claymores will go off letting you know if they're coming while you're in that room. Go back upstairs, rinse repeat. We never had >3 come at once making it fairly easy if you're both capable of unloading a clip without missing. If they start getting too close you both need toss flashes and get downstairs to set up a new position that gives you a decent distance between you and the juggernauts again. Don't let them get close and you're golden.
