I think this is due to a number of reasons.
1) The most obvious reason is that there just aren't that many people in the tech alpha yet. So it's hard to match people up properly. Plus, I have a suspicion that they just threw together some semi-working MMR system.
2) Since you pick your character before you're matched up and the system just uses some loose rules for forming teams (I believe it's no more than 2 supports and no more than 2 specialists), you can get godawful comps. I've been on a 5 assassin team before, and the worst I've seen was a 2 support, 2 specialist, 1 warrior team. It wasn't even supports with DPS, we had almost the lowest DPS comp possible given the matchmaking rules. So even if all of the players are similar in skill, too many games are determined by the comp you're given compared to your opponents.
3) You can't carry as hard in HotS as you can in other MOBAs, so having a single idiot on your team can easily cost you the game, even if the rest of your team is better skilled than the opposing team. I've played multiple games where one guy just decides he wants to lane all game, so we're forced to 4v5 for every objective. Sometimes we even manage to hold our own for the entire early game, but at some point, we'll usually lose out just due to the number disadvantage.
