There's no universally recognized GOTY award, it's just every different site. People probably mean something close to a "consensus" mainstream GOTY when they talk about it in that way.

I think there will be lots more fun, but they are definitely going to try to tell a serious, "meaningful" story. Sopranos seems like the best comparison at this point, both with story points and characters that we know of (middle-aged [ex] gangster trying to balance his family life and criminal life, sees a therapist), and in general tone. Sopranos had a lot of humor and fun, as opposed to say The Wire which does have that as well, but to a far lesser extent. The Wire being ultimately more downbeat and "realistic" or "gritty".
Hopefully it's like Red Dead Redemption. For me that's a top 2 GOAT, but the story was the worst part of it. GTA5 could be just as enjoyable or more so, even though the story parts may be eye-rollingly bad to those of us above a high school level of art appreciation.
