there are secret missions to discover (i cant remember what site, i think it was mentioned in the 18 page magazine thing R* did), one example given is discovering a scene and then having to work out what happened (if u remember there was a truck, an open space and body bags in an area in the desert in SA but no interaction available). the public are more interactive (this alone adds a lot), there was also mention of college kids camping on mount chiliad and every other pedestrian/public member having an aim rather than doing things aimlessly.
i think interactive was a misuse, i should have said more complete, like there isn't any emptiness in the game world, theres always something going on.
fwiw the world is going to be huge, its naturally going to be more interactive bcos they need to include so much more. theres no point having sprawls of countryside/desert with nothing to do in them.
edit: scuba diving, in SA there were oysters and certain missions but this alone should add a lot, 3 characters with there own personal minigames, more diversity in vehicles, jet skis, ATV's, more bikes, being able to rappel down buildings, it was rumoured and not sure if confirmed yet that you can use random objects off the streets as weapons during combot, an economy (pretty sure being able to buy/sell drugs was rumoured). a lot of this was taken from
